The American Recovery and Reinvestment Act of 2009 (ARRA)



On February 17, President Barack Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). Listed below is a brief summary of allocations for South Carolina. Further information on ARRA can be found on the Federal Highway Administration website by clicking here.

Bridges & Highways

South Carolina was allocated $463M for bridges and highways.

The Commission approved the expenditure of funds in the following project categories as follows (to view in chart form, click here: Commission Chart (14kb PDF)

  • $150M in resurfacing projects, to be divided among the 46 counties based on the number of eligible roads in each county
  • $56M for bridge replacement projects
  • $19M for safety improvement projects
  • $74M for interstate maintenance projects
  • $14M for enhancement projects, to be divided evenly among the seven engineering districts for sidewalk projects
  • $150M for local projects, $44M to be used on projects selected by the Transportation Management Areas (as required by law) and $106M to be divided equally among Congressional Districts

Transit

SC was also allocated approximately $41M for transit, of which approximately $25M is allocated directly to urban areas of the state. Expenditures for the remaining $16M must be used for capital purposes only.

The Commission approved the expenditure of transit funds in the following categories:

  • $8M in mass transit funds for rural facilities
  • $6.7M for rural vehicle replacements
  • $1.8M for a rural virtual transit enterprise (vehicle locator services)

Enhancement Projects (Sidewalks)

The Commission approved a $14 million sidewalk program to address a requirement for 3% of Economic Recovery funds to be allocated to transportation enhancement activities. Guidelines adopted for the project are shown in the first link below, followed by links that show what projects have been approved in each engineering district.
